What is the difference between program management and project portfolio management?

No matter how I see it, I can't find any difference between program management and project portfolio management, both look exactly the same. They are both about managing a set of projects from a higher level. So what is really the difference between the two?

I feel that the only difference is that the term "program management" is used in some countries, while the term "project portfolio management" is used in other countries, am I correct?

There is a difference:

The Program Management's main role is to manage, from a high level, a group of related projects, while Project Portfolio Management's main role is to prioritize and select projects.

Of course, in some companies, the Program Manager assumes the role of the Project Portfolio Manager, and thus the confusion.

Of course you are correct. Only the dumbos invent these new terms for things they do not understand properly. Dr L. Peter summed it all up many years ago now, and nothing in that respect has changed!
