What is the difference between a stakeholder management strategy and a change management strategy?

These terms seem to be used interchangeably.  
What is the real difference between the two?

Where did you see that these terms are used interchangeably? These two terms are completely different from each other, with the exception that almost all change requests are initiated by stakeholders.

- In a project management, change management essentially means change control, which in its turn consists of the following:
    - Blocking/authorizing change requests
    - Assessing the impact of changes on the project variables (scope, budget, and schedule)
    - Updating the project plan to included authorized change requests

- Stakeholder management, on the other hand, means the following:
    - Managing the stakeholders' expectations
    - Managing stakeholders' requests (which are mostly changes)
    - Reporting to the stakeholders (mainly about the project status and the impediments that the project is facing)
    - Creating the stakeholder management plan (which included the stakeholder power/interest matrix, see: http://www.projectmanagementquestions.com/1251/an-example-of-a-stakeholder-power-interest-grid )

I would really love to read that article/book where you saw that these two terms are used interchangeably.

Perhaps further clarification is warranted to respond to my initial question.  

I am not talking about change control or configuration management as described in your answer.  I am talking about managing the people side of change through change management.  These are two completely different fields of study which unfortunately use the same terminology, hence the confusion that is apparent.  

My question is what is the difference between a stakeholder management strategy and a change management strategy in the sense of managing the people side of change?
