Procedures for planning projects

should companies with several different types of projects ( such as R&D, engineering, new product development) have a uniform procedure for planning projects ?

In my opinion, the answer should be yes, there should be a standard procedure in the company for planning projects.

In many organizations, this standardization is handled by the PMO, who imposes strict rules and guidelines that project managers need to follow when they plan their projects.
