Why does successful project management require to clearly define the boundaries across which the project manager must communicate? Please explain briefly.

You might want to consider the answer to the following question:  http://projectmanagementquestions.com/4655/imporant-know-how-many-communication-channels-given-project .  The importance is that it is difficult to grasp the full list of stakeholders and the communications they will need.  The stakeholders may be in many different places and not just the boundaries determined by your organization.

I believe I gave an example in another question - I once was slated to work on a project, but at the last minute, a legislator that had been ignored in the process spoke up. By speaking up, he managed to delay the project for around six months while the project charter, which required legislative approval, underwent an additional examination and some changes.  Good stakeholder identification and messaging is even required in the early phases of a project -- even before the PM is brought on board.
