Stage gate and project portfolio management

I want to know the level of involvement of project portfolio management during stage gates. Is the role of PPM during stage gates merely advisory, or does the PPM have the final say on whether the project should proceed to the next stage or not.

In short, the project cannot move past the gate if it's not approved by PPM. The role of the PPM is not restricted to project prioritization and selection, as it also expands to assessing the project during stage gates to check for the following:

- Is the project still aligned with the company's objectives?
- Does the project still have value (high ROI, non-obsolete)?
- Is the project meeting its milestones?
- Is the project costing as originally planned?
- Is the project on time?

A "No" answer to any question in the above list can result in the project's termination by the PPM.

In most organizations, the PPM has a final say on the project (this is because in most organizations the PPM consists of high level executives). In some organizations, the PPM can only advise on the best course to take when it comes to the project.
