Is it agile project management or agile software development?

I am confused. I notice that some people, in their articles, mention "agile project management", others mention, "agile software development", which one is right (I've notice that both camps claim that they're right, and the other term is wrong)? Or is just Agile?

I am thinking if it's agile software development then this means that agile is only devised as a methodology for software development, and cannot be applied in other environments, such as construction.

"Agile" is a term used to describe a set of methods and practices. This term could be used and applied in a variety of disciplines and industries.

Agile project management indicates a project management toolkit if you wish that is used to deliver some set of deliverables. Generally speaking it could be applied to construction as well.

Recently I've been more and more involved in the professional web-development of websites and am exposed to the powerful mix of 'waterfall' and agile when it comes to delivering design-led projects.

Agile software development indicates again a toolkit used for software development. Agile is a great at reducing risk early on and software is known to have one of the highest risk factors in the known industries. Well maybe not as landing on the moon I guess.

Example to the above. Agile introduces techniques for estimating work and controlling scope using requirements artifacts called user stories. These are independent of a specific field (i.e. software). So you could apply these techniques to building a desk at home or developing a large enterprise software at work.
