Please explain what a time-phased budget is, and how does a time-phased budget differ from a cost estimate?

Time-phased budget is the distribution of activities, tasks, milestones and resources over a suitable time for the scheduled completion of a plan, project or program. They contain dates for when items are paid off or picked up. Time-phased budgets must be followed in sequential steps and completed with the designated timeframe.
